PURPOSE:
This Operating Procedure contains guidelines for organization, conduct
and recording of the noncompetitive riding activities of the Dayton
Cycling Club (DCC). The intent of this procedure is to encourage 1) -
member participation in club riding activities and 2) - promote a common
understanding of these DCC functions including the publishing of
scheduled rides in the Spoke’N’Link and on the DCC Web site.
UTILIZATION:
The authority for utilization and interpretation of these guidelines is
the DCC Touring Captain. The procedure applies to Area Touring
Coordinators, Ride Leaders, and DCC members as riders.
DEFINITIONS:
Club Touring Ride - Any non-competitive riding event listed in the DCC
newsletter (Spoke'N'Link) ride list, any non-competitive riding event
listed in the Spoke'N'Link Upcoming Events or Ohio Bicycle Federation (OBF)
Calendar of Events, and/or listed on the DCC Web site for which a DCC
ride leader is listed is considered a Club Touring Ride. Rides can be
listed for the local area or for out of area locations.
Ride Leader
- Any DCC Senior (minimum age 18 years) member may apply to the Touring
Captain for ride leadership by the submission of a Ride list(s) through
a DCC Area Touring Coordinator.
Area Touring Coordinator
- A DCC member appointed annually by the Touring Captain to organize
riding activities in a defined geographical area and to collect, screen,
and forward Ride lists as submitted by prospective ride leaders is an
Area Touring Coordinator. Area Touring Coordinators are listed in
Spoke'N'Link.
Touring
Captain - Elected by DCC
members annually, the Touring Captain oversees DCC noncompetitive riding
activities.
Mileage
- For each DCC member participating in club touring rides (as defined
above), an accounting of total ride distances is maintained as a part of
the membership records. Total mileage for members is listed in
Spoke'N'Link and on the DCC Web site.
RIDE
SCHEDULING:
Prospective Ride Leaders initiate organized club rides by submitting a
list of rides to the appropriate area coordinator. Ride lists are
submitted for monthly scheduling, but leaders may submit rides for
several months in advance (within a calendar year). Ride lists must be
received by Area Coordinators by the first day of the month preceding
the month in which the ride will be conducted unless otherwise arranged
through the Area Coordinator.
Area Coordinators must forward Ride
lists for his or her area for receipt by the Touring Captain by the
fifth day of the month preceding the month
in which the ride will be conducted.
The Touring Captain shall be responsible for generating a monthly ride
list from the Ride lists received from Area Coordinators and shall
forward this list to be received by the Spoke'N'Link editor and the DCC
Web Master at least 20 calendar days before the first of the month in
which the ride will be conducted. Other rides and special riding events
for which the Touring Captain has appointed a ride leader and local area
special rides may be added to the list by the Touring Captain. Any ride
not meeting this schedule will be considered out of cycle.
Individual out of cycle local area
rides may be submitted directly to the DCC Web Master as early as
possible but no later than 24 hours before ride is to occur for listing
on the DCC Web site. This procedure should not be used to circumvent
submitting monthly listings of rides through the Area Coordinators and
the Touring Captain.
Out of Area (OA) commercial and/or
other organized (for several riders) club rides submitted by DCC members
will be published in the Spoke’N’Link and on the DCC web site. Other
more individual OA rides will only be published on the web site and not
in the Spoke’N’Link.
TOUR
ROSTERS: A copy of the
current Tour Roster form shall be used by the ride leader to record the
names, DCC membership numbers, and signatures of each rider. The
completed Tour Roster form including mileage, bonus mileage (for the day
of that ride only, including to and from that ride, and/or extending the
leader’s route), and earned qualification (as applicable for each rider)
shall be submitted within 30 days after the ride to the person and
address designated on the DCC Tour Roster. The ride leader’s signature
verifies Tour Roster entries including miles, bonus miles, and earned
qualifications. The Membership Chairman (or persons appointed by the
President) will utilize the information on Tour Rosters to update member
mileage records including ride leader credits and member total mileage.
Earned rider qualifications will be added to the membership records. If
person(s) other than the DCC Membership Chairman are designated to
record miles, they will forward the assembled information to the
Membership Chairman to update the membership database as applicable.
Riders on listed rides for which
there was no DCC Ride Leader, Commercial Ride, or other club ride where
ride leader did not show, should submit mileage by using the Web site
form “Touring Miles” and not the Bonus miles section of a Touring Roster
for some other club ride. If they don’t have access to Internet,
members should mail miles in on a filled out DCC Touring Roster Form as
indicated there on.
RIDE CLASSIFICATION:
Monthly published ride lists include a classification (CLASS) for each
ride. Ride classification and distance (length of the ride) are
important considerations for riders when selecting rides to participate
in. Ride Leaders choose class and distance when completing Ride
Scheduling forms. Ride Leaders are responsible for conducting the rides
at the pace (average riding speed) indicated by the classification.
Class speed ranges are listed below:

Average riding speed is defined as
the total distance divided by total riding time. Time stopped is not
included.
CHANGES:
Changes to this DCC Operating Procedure require a Majority vote of the
DCC Board of Directors. |
