OF CONTENTS
PURPOSE: This Operating Procedure contains a list of responsibilities for the
person elected to the DCC Touring Captain office. This listing is intended as a
basis or starting point and may be amended by addition or deletion by
proposition to the DCC Board.
UTILIZATION: This Procedure is to be used as a guideline for the activities of
the Touring Captain It is supplemental to DCC Constitution and By-Laws.
ITEMIZED RESPONSIBILITY LIST:
Appoint an Area Coordinator for each of the geographical areas
and supply a list of Coordinators to Spoke'N'Link editor for publication in each
issue.
Assistants to Coordinators may be considered as necessary. Reappointment of
last years Coordinators is a good way to start (after discussion of
effectiveness
with the Touring Captain from last year). Geographical areas are defined as
follows:
- NE: NORTH OF 35 AND EAST OF 75
- NW: NORTH OF 35 AND WEST OF 75
- SW: SOUTH 0F35 AND WESTOF7S
- SE: SOUTH OF 35 AND EAST OF 75
- NV: NORTH OF VANDALIA
- SD: SIDNEY AREA
- SA: SPRINGFIELD AREA
- OA: OUT OF AREA
At the first meeting of the DCC board after the annual election, a
proposed budget for income and expenses for the coming calendar year must
be submitted to the Board. This must be accomplished in accordance with the Operating
Procedure for Budget Proposals (OP002A) which is based on obtaining the
approved budget from last year (get from DCC treasurer). Discuss line items
with last years Touring Captain and make adjustments as necessary. Be
prepared to explain the proposed budget to the Board.
The overall organization of the noncompetitive riding activities of
the DCC is the responsibility of the Touring Captain The Touring Captain
should exercise imagination and judgment mixed with suggestions from the
membership and the Board to make the rides as attractive and responsive to
the membership as possible. The Touring Captain should strive to achieve ride
organization without bias toward any special segment of the membership (fast,
slow, beginners, or experienced riders), but should try to achieve the best ride
balance for the membership as a whole.
- Monthly Ride List - The Touring Captain is responsible for providing a list
of rides for monthly publication in Spoke'N'Link. Information for generating
these lists results from following the Operating Procedure for the Organization
of Club Touring Rides (OP002T). Format for the lists should be chosen in
cooperation with the Spoke'N'Link editor.
- Special DCC Touring Events - The Touring Captain is responsible for
appointing DCC members to organize/direct and lead special and traditional
rides In the past, DCC funds have been used to partially fund some of these
events. Selection of events and proposals for supporting funds (include in
budget proposal) is done by the Touring Captain. To enhance DCC riding
activities the Touring Captain may add, delete, or change special events. A
representative list of special events from the past follows:
- Bicycle Season Kickoff - Goal is to have a ride in each area on the last
weekend in April or first weekend in May. Mini-picnic in each area is an
option.
- Tour Of the Little Miami Valley (TOLMV) - An overnight ride from
point in Dayton area to destination in Cincinnati area.
- Old World Tour August sagged ride from Clark Co.
Fairground to
German Village in Columbus Overnight in Columbus.
- Day-Ox - Dayton to Oxford overnight. Usually in October.
Stay in Lodge or similar accommodations.
- Non-DCC and Invitational Rides - The Touring Captain should attempt to
identify a DCC member to take a DCC Tour Roster to these events so that DCC
participants can be credited with mileage Mileage can be counted for these
events if they appear in Spoke'N'Link ride listings or if included in
Spoke'N'Link calendar of events The Touring Captain should submit rides in
this category for publication in Spoke'N'Link. A partial list of rides of this
type follows:
- TOSRV
- Summer Solstice Mid-Ohio Century
- Morning Glory Troy Strawberry Festival
- Piqua Heritage Ohio
- Bicycle Rally
- Popcorn Festival
- Hancock Horizontal Hundred
- Middfest Sidney
- Qualifying Rides - The Touring Captain should include in the ride
organization at least one ride for the purpose of earning DCC qualification
status and patches The DCC annual picnic has featured qualifying rides in the
past. Consideration should be given to integrating a qualification option into
DCC major rides (Huffman 100 and Wright Wride) Qualification requirements
are defined in the DCC Rider Qualification Operating Procedure.
- LAW Holiday Patch Rides - The Touring Captain should make Area
Coordinators and Ride Leaders aware of the availability of and source for LAW
patches.
The Touring Captain is responsible for preparing a monthly ride
schedule for publication in Spoke'N'Link. This should be done in accordance
with DCC Operating Procedure 0P002T and in cooperation with the
Spoke'N'Link editor.
The Touring Captain should organize and conduct at least three
meetings of the Area Coordinators and Ride Leaders to discuss procedures and
problems, disseminate forms and information, and solicit ideas. These
meetings should be open to the membership and announced in Spoke'N'Link.
An assistant who can become familiar with the Touring Captain
functions and act as a substitute when necessary should be recruited.
The Touring Captain should provide for the distribution of applicable
current Operating Procedures and forms (including Ride Scheduling and Tour
Roster) to Area Coordinators and Ride Leaders.
New Operating Procedures and revisions to Operating Procedures
should be proposed as necessary by the Touring Captain. Refer to Operating
Procedure OP001A for guidelines.
